Overview

Outlaw Rogue is a fast-paced Energy and Combo Point spec with no single explosive burst cooldown — instead, it sustains high output through Restless Blades, a passive that reduces the cooldown of all major abilities with every combo point spent on a finisher. The more efficiently you spend combo points, the more frequently your cooldowns return. Blade Flurry converts single-target damage into AoE for up to 5 nearby targets (8 with talents) without changing the rotation, making Outlaw the most seamless melee spec for transitioning between target counts.

The spec's defining RNG element is Roll the Bones — a buff system with four progressive stages that improve over time as Restless Blades cycles the cooldown down rapidly. Outlaw rewards consistent execution and uptime above all else. Every second spent out of melee range or not spending combo points is a second where Restless Blades isn't ticking cooldowns down and the rotation falls behind.

Unique utility: Tricks of the Trade (threat redirect), Shroud of Concealment (group stealth), Blind (disorient), Kidney Shot (stun), Shiv (slow + utility poison), Cloak of Shadows (magic immunity), Evasion (dodge), Crimson Vial (self-heal), Grappling Hook (high-mobility blink).

Strengths

  • Effortless AoE transition via Blade Flurry — no rotation changes required
  • Continuous cooldown reduction via Restless Blades keeps the rotation fast-paced and engaging
  • Strong mobility with Grappling Hook — best movement tool of any melee spec
  • Good group utility and personal survivability

Weaknesses

  • Suffers more than any other melee spec from downtime — Restless Blades does nothing when you aren't spending combo points
  • Blade Flurry target cap (5, or 8 with talents) limits AoE contribution in very large pulls
  • Roll the Bones RNG can frustrate players who dislike proc-dependent gameplay
  • Steep competition from the other Rogue specs at current tuning levels

The Haste breakpoint (~25%) is meaningful for Outlaw — it reduces the GCD inside Adrenaline Rush to 0.8 seconds and enables additional globals during the window. Before that breakpoint, Haste is the clear best secondary. After it, Critical Strike and Versatility pull roughly even. Use Flask of the Shattered Sun until you reach ~25% Haste, then switch to Flask of the Blood Knights.

Talent Builds

Fatebound is recommended for all content, running 3–5% ahead of Trickster in Season 1 across single-target, cleave, and AoE scenarios. Trickster remains viable with strong synergies around Killing Spree and Coup de Grace, but Fatebound has better resource generation and a higher overall ceiling in current tuning.

Fatebound — Raid

Single-target emphasis with Preparation for cooldown resets during critical burst windows. The Preparation reset cannot be reduced by Restless Blades — it's always available on a fixed cooldown and should be used to chain Between the Eyes, Adrenaline Rush, and Blade Rush in rapid succession during opener and major damage windows.

Fatebound/Trickster — Mythic+

AoE emphasis with Deft Maneuvers and aggressive Blade Flurry integration. Deft Maneuvers fundamentally changes the priority — Blade Flurry gains an initial hit amplification and generates combo points per target struck, making aggressive Blade Flurry usage in Mythic+ a rotation priority rather than just an active toggle.

Trickster — (Alternative)

Killing Spree as a burst AoE cooldown; Coup de Grace triggered by Unseen Blade procs upgrades Dispatch into a multi-target hit; Flawless Form stacking damage buff during windows. Different gameplay feel without competitive gap at lower keys.

Restless Blades: Every combo point spent on a finisher reduces the cooldown of all major abilities. This is the spec's engine. Wasted combo points directly harm how frequently Adrenaline Rush, Keep It Rolling, and Between the Eyes return.

Cooldown Reference

Cooldown Notes
Adrenaline Rush Outlaw's primary burst window. +75% energy regeneration for 15 seconds enables much faster ability usage. With sufficient Haste, the GCD drops to 0.8 seconds inside the window. Use on cooldown — Restless Blades will cycle it back frequently. Never hold it "for a better moment."
Roll the Bones The spec's defining RNG system. Stage 1 provides basic buffs; Stage 4 includes increased Critical Strike chance. Roll on cooldown if below stage 2; use Keep It Rolling to maintain higher stages once reached. Restless Blades reduces Keep It Rolling's effective cooldown from 6 minutes to roughly 75 seconds.
Keep It Rolling Extends your current Roll the Bones stage by 30 seconds. Do not use it on a Stage 1 buff — wait for Stage 2 or higher. Restless Blades keeps this cycling fast; it should not be sitting unused for long.
Blade Rush Short cooldown that generates significant Energy on top of its damage. Use on cooldown — it is a rotation ability that keeps Energy flowing, not a cooldown to save.
Preparation (Fatebound) Resets Between the Eyes, Adrenaline Rush, and Blade Rush simultaneously. Cannot be reduced by Restless Blades, making it the only true "planned burst moment" in the spec. Outlaw lacks traditional burst cooldowns, making passive stat-based trinkets generally stronger than on-use options. Trinkets that proc during normal combat align naturally with Restless Blades cycles.

Crafted priority (early season): Spellbreaker's Blade (main-hand) with Darkmoon Sigil: Void embellishment → Silvermoon Agent's Sneakers (boots) with Arcanoweave Lining → Masterwork Sin'dorei Band (ring) with Prismatic Focusing Iris.

Upgrade priority: Main-hand weapon first → S-tier trinkets → high-stat-budget slots (shoulders, chest) for tier set completion.


Tips & Common Mistakes

  • Uptime is everything — Restless Blades only works when you're spending combo points. Every second out of melee range is a second where every single cooldown in your kit falls behind schedule. Minimise disengagement at all costs; sprint back to targets immediately after mechanics.
  • Never waste combo points — wasted combo points are wasted Restless Blades reductions. Over an entire fight, consistently uncapped combo point usage results in significantly more Adrenaline Rush and Keep It Rolling casts than a player who lets combo points drop to zero between finishers.
  • Flask transitions at 25% Haste — Flask of the Shattered Sun is your flask until you reach 25% Haste. After that breakpoint, switch to Flask of the Blood Knights. Staying on the wrong flask is a meaningful stat loss.
  • Blade Flurry is free AoE — use it — unlike many cleave specs, Outlaw does not change its single-target rotation to enable AoE. Blade Flurry simply converts damage. At 2+ targets, activate it. Never let it fall off while targets are in range.
  • Keep It Rolling only on Stage 2+ — using Keep It Rolling on a Stage 1 Roll the Bones is a waste of the cooldown. Wait until you've reached a higher stage before extending. Restless Blades cycles it back fast enough that you won't miss the window.
  • Preparation is your burst moment — it's the only cooldown that doesn't get reduced by Restless Blades, which makes it uniquely valuable as a planned burst tool. Use it in the opener after the first Between the Eyes + Adrenaline Rush cycle, and plan subsequent uses around encounter damage windows or execute phases.
